According to NX Gamer, the disc version of The Witcher 3: Wild Hunt can be played at 60fps on the Xbox One X pre-patch.
YouTuber NX Gamer tested out an unpatched version of The Witcher 3:
Wild Hunt on the Xbox One X and discovered that it can run at 60fps.
When the game shipped out it had an unlocked framerate so due to the
consoles power it is able to play the game at 60fps as opposed to 30fps
which is what the Xbox One and One S currently plays at.
One unfortunate side note about the pre-patch version of The Witcher 3
is that it only plays at a resolution of 1600x900 so if you want to
enjoy 60fps on the One X then you're going to have to make the small
sacrifice in resolution. It wasn't until a later patch was released to
push the resolution to 1080p on the Xbox One but this came with also
locking the framerate to 30fps.
